农民工子女义务教育问题正逐步得到解决,大部分农民工子女已进入城市公办学校就读,但是,教育资源在农民工子女和户籍人口子女之间均衡配置问题,并没有因此得到完全解决。农民工子女义务教育资源配置面临着转型,包括提供教育机会的同时提高其受教育质量、逐步向高中阶段教育延伸、为不符合进入城市公办学校就读的农民工子女提供教育服务等。基于此,本文以宁波市海曙区为个案,指出目前农民工子女教育转型遭遇到资源既有的制约、教育经费投入体制和资源配置方式的阻碍,并从转变义务教育资源配置的价值观、扩充教育资源的获取与供给、改革教育资源配置体制等方面提出了相应的政策建议,以期对问题的解决有所助益。
The problem of compulsory education of migrant workers’ children has been gradually solved. Most of the children of migrant workers have enrolled in urban public schools. However, the balanced allocation of educational resources between migrant children and household children has not been completely solved. The allocation of resources for compulsory education of migrant workers’ children faces the transformation, which includes providing educational opportunities, improving their quality of education, extending their education to senior secondary education, and providing education services to migrant children who do not meet the requirements of entering public schools in urban areas. Based on this, this article takes Ningbo Haishu District as a case study, pointing out that at present, the transformation of migrant workers’ children encounters the restriction of existing resources, the system of investment in education and the way of resource allocation, and changes the value of compulsory education resources allocation to expand education The access to and supply of resources, and the reform of the allocation system of educational resources, put forward corresponding policy suggestions in the hope of helping to solve the problems.
