绿色炼厂标准的评价模型及应用

基于绿色炼厂是国家绿色经济理念在炼厂微观上的体现,从循环经济和清洁化生产两大理论基础出发,详细阐述了绿色炼厂的内涵是“效率、和谐和持续”的统一。在此基础上,结合炼油厂的特点,根据指标的可度量性和数据的可测量性原则,筛选出能够科学和系统反映炼厂循环经济和清洁生产要求的一系列评价因子,并依据生态工业学和系统工程学的方法,提出和构建了以“经济、环境和社会”为基准的三维度绿色炼厂标准评价模型。为了更加清晰、直观分析和评价炼油厂绿色发展程度,建立了绿色炼厂矩阵图,用于比较不同炼厂与绿色炼厂的匹配度。应用该评价模型对3个不同类型的炼油厂进行了研究,结果表明,该模型能够准确反映炼油厂的实际绿色化程度,为其建设绿色炼厂指明了改进方向。 Based on two major theoretical bases of circular economy and clean production, the green refineries are the reflection of national green economy concept on the micro-level of refineries. The connotation of green refineries is the unification of “efficiency, harmony and continuity” . On this basis, combined with the characteristics of oil refineries, according to the measurability of indicators and measurability of data, we can screened a series of evaluation factors that can scientifically and systematically reflect the refinery recycling economy and cleaner production requirements. According to the eco-industrial Science and systems engineering methods, proposed and constructed a three-dimensional green refinery standard evaluation model based on “economy, environment and society ”. In order to more clearly and intuitively analyze and evaluate the green development of the refinery, a green refinery matrix was set up to compare the matching degrees of different refineries and green refineries. The evaluation model is applied to three different types of oil refineries. The results show that the model can accurately reflect the actual degree of greening of refineries and indicate the improvement direction for the construction of green refineries.
