进出境快件作为适应世界快速物流需求的一种方式,在世界各国的贸易发展中起到了一定的作用。进出境快件业务具有通关速度快、运营人收取承运费用等特点。进出境快件分文件类、个人物品类和货物类三类,且采用不同征税模式的特点。在进出境快件渠道中,出现走私毒品、文物、武器弹药、珍贵动物制品、普通货物、物品等犯罪行为,且呈现愈演愈烈的上升趋势。在这些犯罪中,采用隐匿夹藏、伪报品名、低报或者高报货物价格走私等不同方式,从而给查获走私犯罪带来较大难度。其中较为突出的问题是间接走私犯罪的认定和走私犯罪实行犯的认定。面对快件渠道中的犯罪,应当多管齐下,形成立体防控手段,从而在打击走私犯罪的同时,预防和减少进出境快件中的走私犯罪。

In these crimes, adopting different methods such as concealment of possession, name of counterfeit goods, underreporting or overloading of goods with high prices so as to make it more difficult to detect smuggling crimes. The more prominent ones are the identification of indirect smuggling crimes and the identification of those who commit smuggling crimes. In the face of the crimes in the express mail channels, we should take a multi-pronged approach and form a three-dimensional prevention and control measure so as to prevent and reduce smuggling crimes in express mail entering and exiting the country while cracking down on smuggling crimes.
