灾害发生后的首要任务在于安定受灾民众生活.协助其重建家园。面对灾害,亟待透过会晤对话,争论彼此所关心的议题;以实践哲学提供新的视野及包容化解当前流失的公共空间。这样一种新的灾害治理的哲学观是本文的出发点。借鉴美、日灾后重建的经验,检视本地区的实务,本文检视了相关文献,并探究灾害治理的实践哲学与方法论。据此,文章对莫拉克风灾、日本“3·11”大地震后的复原重建进行比较研究,并研提政策建议。
The primary task after a disaster is to stabilize the affected people and help them rebuild their homes. In the face of disasters, it is urgent to debate the issues of mutual concern through meetings and dialogues. Practical philosophy should be used to provide new horizons and to accommodate the current lost public space. Such a new philosophical view of disaster management is the starting point of this article. Drawing on the experience of post-disaster reconstruction in the United States and Japan and examining the practice in this region, this paper examines the relevant literature and explores the practical philosophy and methodology of disaster management. Accordingly, the article makes a comparative study of the rehabilitation and reconstruction after the Morakot disaster and Japan’s “3.11” earthquake and makes policy recommendations.
