1980年3月17日,国家档案局发送《关于开放历史档案的几点意见》,此意见经党中央、国务院领导同志批准。意见提出:一九四九年以前的历史档案,即国民党统治溃灭以前的旧政权档案,除了极少数部分必须加以限制外,拟向全国史学界和有关部门开放;一九四九年前的党的革命历史档案,除某些特定部分须限制利用外,拟向搞党史研究的部门开放。
