2001年,我省成为全国完善城镇社会保障体系的试点省。毋庸质疑,试点工作取得了积极的进展。在新体制下,这种在制度上基本统一,在管理上省、市、县分级管理的模式,而且是以政府系统行政管理为基准的分级管理弊端,随着时间的推移日益突出。社保经办机构实现市级垂直管理是省级统筹的必要铺垫,也是社会保险自身发展的必然趋势。
In 2001, our province became the pilot province for perfecting the urban social security system in the country. Needless to say, positive progress has been made in the piloting work. Under the new system, this model of basically unified system and hierarchical management in provincial, municipal and county administrations is also a problem of hierarchical management based on the government’s system administration, which has become increasingly prominent over time. Social security agencies to achieve vertical municipal management is the necessary groundwork for provincial-level co-ordination, but also the inevitable trend of social insurance development.
