2009年11月25日召开的国务院常务会议提出,“到2020年我国单位GDP二氧化碳排放比2005年下降40%至45%”。这一目标,对于尚处于工业化中期的中国,充满了挑战,也蕴含着机遇。挑战和机遇同样摆在中国金融业面前。低碳经济的发展,需要充分、高效和可持续的资金来源,构建一个具有较高资源配置效率、拥有丰富金融工具的低碳金融体系是必然要求。我们关注到,越来越多的声音认为,中国需要发展一个发达、完善的低碳金融体系,对内,这是推动经济发展方式转变、获得经济长期可持续发展动力的需要;对外,则是在新一轮全球低碳浪潮中获得竞争话语权的需要。事实上,中国的低碳金融体系才刚刚起步。低碳金融实践中,商业银行仍然居于主导地位。本期一线话题关注的是,商业银行如何评估自身能够发挥的作用,它们服务低碳经济的现状如何,它们需要从外部获得哪些政策支持。参与本期讨论的嘉宾包括:中国建设银行湖南省分行行长龚蜀雄、汇丰银行(中国)有限公司长沙分行行长金娜、中国银行浙江省分行副行长黄志强、中国人民银行湘潭市中心支行行长吴大庆和湖南大学低碳经济与社会发展研究所所长陈晓春。
The State Council executive meeting held on November 25, 2009 proposed that “by 2020, carbon dioxide emissions per unit of GDP in our country will drop by 40% to 45% over 2005”. This goal is full of challenges and opportunities for China, which is still in the middle stage of industrialization. Challenges and opportunities are also placed in front of China’s financial industry. The development of a low-carbon economy requires sufficient, efficient and sustainable sources of funds. It is an inevitable requirement to build a low-carbon financial system with high resource allocation efficiency and rich financial instruments. We are concerned that more and more voices believe that China needs to develop a developed and perfect low-carbon financial system internally, which is the need to promote the transformation of the mode of economic development and obtain the impetus for long-term sustainable economic development. In the new round of global low-carbon wave of competition to obtain the right to speak. In fact, China’s low-carbon financial system has just started. In the practice of low-carbon finance, commercial banks still occupy the leading position. The current issue of this issue focuses on how commercial banks evaluate the role they can play, the current status of their services to the low-carbon economy, and what policy support they need from the outside.
