现阶段,国家对乡(镇)卫生院的经费管理,普遍实行的是差额预算补助。即:地方财政的在编人员数,全民职工补助基本工资的90%,集体人员补助60%,其余工资邵分由业务收入补充,全民人员、临时人员的工资不列入财政预算。这种经费补助方式存在着平均分配的弊端。没有体现出国家对贫困地区卫生事业发展的支持,没有体现预防保健工作的重要。为此,我们认为国家应改革对乡(镇)卫生院经费补助办法,实行分类补助。
At this stage, the state’s budget management for township (town) hospitals is generally implemented as a differential budget grant.
