干部能上能下问题,是整个干部制度改革的难点和关键。近年来,各地在这方面进行了一些尝试、探索,并取得了一定的成效,在干部能上能下问题上有了一定的进展。但从干部能上能下机制的构成上看,尚存在3个方面的缺位。思想观念滞后,导致动力缺位一项改革的起动和进行,其动力来源于人们对客观事物的新认识,和基于这一认识而产生的、相应的新观念。正是有了这些新认识、新观念,从而引导和推动改革的进行和深入。建
