自上世纪80年代邓小平实施改革打破铁饭碗的最初岁月始,中国对变革的需求从来不曾像其领导人目前所面临的这么强烈。那时和现在一样,北京政府认识到了改革社会服务提供方式的迫切需要。但今非昔比的是,如今的改革必须在一个已经体验了强劲经济增长、经历了公共服务向私营竞争开放之痛苦过程的社会中进行。
Since the early years of Deng Xiaoping’s implementation of the reform to break the iron rice bowl in the 1980s, China’s demand for change has never been as strong as its leaders are currently facing. Beijing was now aware of the urgent need to reform the way social services were provided. But what is not the same is that today’s reforms must take place in a society that has experienced strong economic growth and has experienced the painful process of opening up public services to private competition.
