目的了解成都市市、县两级疾控机构基础能力现状,为推进全市疾控系统建设提供依据。方法通过《中国疾病预防控制基本信息系统》,收集2014年度成都市、县两级疾控机构人员配置、仪器设备、检验能力、房屋资产等基本资料并进行分析。结果全市共有在职人员1785人,每万常住人口疾控人员数为1.25人,其中市级0.22人,县级1.03人,人员平均39.7岁,市、县两级机构学历构成以本科为主(40.13%和38.75%),人员职称以初级为主(28.80%和41.19%),公共卫生专业所占比例分别为68.61%和43.30%,人力综合素质指数分别为4.46和1.87,检验项目达标率分别为84.51%和74.88%,人均建筑面积分别为61.36 m2和57.95 m2,实验室占总建筑面积比例分别为41.67%和39.39%。结论全市疾控人员总量不足,中级职称人员比例偏低,检验能力水平有待加强,房屋建设情况基本达到国家标准。
Objective To understand the status quo of CDC’s basic capabilities at city and county levels in Chengdu and provide the basis for promoting CDC construction in the city. Methods The Basic Information System for Disease Control and Prevention in China was collected to analyze and analyze the basic data of staffing, equipment, testing ability and housing assets of CDC in 2014 in Chengdu and the prefecture. Results There were 1785 active employees in the city, 1.25 persons per 10,000 resident population, including 0.22 at the municipal level and 1.03 at the county level, with an average age of 39.7 years. The educational background of institutions at city and county levels was mainly undergraduate (40.13 % And 38.75% respectively). The primary professional titles were 28.80% and 41.19%. The proportions of public health professionals were 68.61% and 43.30% respectively, and the comprehensive human quality indicators were 4.46 and 1.87 respectively. The compliance rates of the inspection items were 84.51% and 74.88% respectively. The per capita floor area was 61.36 m2 and 57.95 m2 respectively. The labs’ proportion in the total floor area was 41.67% and 39.39% respectively. Conclusion The total amount of disease control personnel in the city is not enough, the proportion of mid-level professional titles is low, the inspection capability level needs to be strengthened, and the housing construction basically meets the national standard.
