随着今年7月市委委员许立荣提出,发展创新国际中转这种航运运作模式,其主要目的是增加上海航运吞吐量,推动上海国际航运中心建设更上一层楼。创新国际中转的政策实质是作为传统航运政策沿海运输权的适度开放。沿海运输权的开放程度涉及到我国海上运输的利益,决定了该区域港口的类型及其在全球港口中的地位。基于当前我国政策优势、国际航运形势以及航运服务水平的考虑,适度放开沿海运输权不失为一种好的选择。
