日益频发的城市暴雨内涝灾害已成为快速城镇化建设中急需应对的严峻挑战;但当前与暴雨内涝相关的气象数据、灾情数据和社会经济数据等尚未能有效融合,不能快速有效地生成内涝灾害应急决策方案,这成为灾害应急管理的障碍.本文从城市暴雨内涝灾害大数据融合的几个方面入手,分别评述了大数据的本体技术、数据融合方法、数据降维与灾害识别、灾害的社会经济损失评估,以及应急决策的生成与评估方法等相关理论与实践进展,并对未来研究进行了展望.最后指出,在大数据融合背景下开展城市暴雨内涝灾害的应急管理研究,具有丰富的理论和实践价值.
The increasingly frequent flood disaster in urban areas has become a severe challenge urgently needed in rapid urbanization. However, current meteorological data, disaster data and socio-economic data related to storm waterlogging have not yet been effectively integrated and can not be quickly and efficiently generated. Disaster emergency decision-making program, which has become an obstacle to emergency management of disaster.This article from the urban heavy rain and waterlogging big data fusion several aspects, respectively reviews the ontology of big data technology, data fusion methods, data dimension reduction and disaster identification, disaster Socioeconomic loss assessment, emergency response decision-making method and so on, and prospects for the future research.Finally, it is pointed out that emergency management of urban floods and waterlogging disaster in the background of big data fusion is rich in Theoretical and practical value.
