In the late 1990s, the Chinese economy finally stepped out of a history of chronic and institutional shortages and began to face the problems of excess economy. The emergence of the phenomenon of economic surplus has posed a new task for economic policy makers and theoretical workers. People’s understanding of this issue is still controversial. Here we focus on three issues: the surplus economy shows that China’s economic life has changed exactly what?
