1.制定全球的政策和计划。这些政策和计划主要用采促进基本人权,改善工人工作和生活条件,扩大就业机会。2.从事劳工立法。主要制订公约和建议书。自1919~2003年以来,国际劳工大会已通过185个公约和194个建议书,涉及保障劳动看基本权利、促进培训就业、社会保障、改善劳动条件及对特定人群的关注等方面,内容非常广泛。公约经成员国批准后,由批准国贯彻实施;建议书供各国政府参考。3.开展技术合作。为扩大国际劳工组织影响,推动国际劳工标准实施,国际劳工组织积极开展技术合作活动。与其它国际机构合作和争取发达国家捐助,对发展中国家提供劳工领域里的技术合作与援助。4.开展劳工领域的研究和信息传播。劳工局各部门每年结合工作计划开展大量的劳动与社会问题的调研,组织出版有关调研报告和期刊,为各成员国提供信息服务等。
