当前,许多年轻人通过公务员考试成为党政干部,迈入“新官”行列。据媒体报道,年轻干部正在成为腐败案件发生的高危人群。两年来,广东因违纪违法被立案查处的人员中,31岁至45岁年龄段违纪违法案件占大多数,共计127人,占55.95%。此前,有反腐专家将年轻干部腐败归纳为“三五现象”、“二六现象”。有人认为,官场“潜规则”导致原本正直、清白、有理想的“新官”堕落,是否如此?年轻干部成长与服务型政府建立完善有何必然联系?
