In the 1930s, the four seagoing vessels were built in Britain by the British and Chinese hefts and operated by the State Merchants Corporation under the Nanjing National Government Ministry of Communications. This article describes the process by which a four-wheeled ship is forced to sell off from the proposed construction to the end.
