学前教育是国民教育体系的重要组成部分,是学校教育和人的全面发展的奠基阶段,学前教育的优劣不仅影响着人的一生,也关系到千家万户的切身利益和获得感。近年来,中共中央、国务院对群众普遍反映的“入园难”问题高度重视,出台了一系列文件,对学前教育进行了全方位的制度设计,明确了发展目标、任务,落实了推动办法。但管理体制方面的问题一直没有很好地解决,主要问题有:
