改革开放以来,为了适应社会经济发展的需要,我国公路运输进入了一个新的发展时期。但在较长的一段时期,我国公路建设还将是多种融资方式并存的投资模式,并在现有的建设融资模式上不断创新,以加快我国公路的建设。从高速公路建设经验可看出:收费公路将成为县道、省道、国道公路网建设的重要方式。特别是在我国公路投资规模出现拐点后,政府在公路方面的主要投资方向将会变为面向广大贫困地区的公益性建设项目。而对于相对发达地区的高等级收费公路的建设项目将以招商引资为主。而其中相关的以营利为目的的公路工程可行性研究及经济评价方法还很少有人提出来。本文就公路工程经济性分析做了相关思考。
Since the reform and opening up, in order to meet the needs of social and economic development, China’s road transport has entered a new period of development. However, for a long period of time, the highway construction in our country will also be a co-existing investment mode with a variety of financing modes. In the existing financing mode of construction, we will continue to innovate to speed up the construction of our country’s highways. From the experience of expressway construction, we can see that the toll road will become an important way for the construction of the highway network of county, provincial and national highways. Especially after the turning point in the scale of highway investment in our country, the main investment direction of the government in the highway will turn into a non-profit construction project facing the vast poverty-stricken areas. For the relatively developed areas of high-grade toll road construction projects will be the main investment. Few of the related roadmapping feasibility studies and economic appraisal methods have been proposed for profit. In this paper, highway engineering economic analysis made relevant thinking.
