从世界能源体系的生产、安全和金融结构上看,俄罗斯的结构性权力具有明显的不均衡性。尽管在生产体系和管道政治中占据重要地位,俄罗斯始终是世界能源市场的价格接受者和“石油—美元”体系下的规则接受者。美国“页岩气革命”和“乌克兰危机”等市场和地缘政治冲击进一步削弱了传统油气出口国俄罗斯的结构性权力。考虑到当前俄罗斯对亚洲能源市场的转向及丝绸之路经济带与欧亚经济联盟的战略对接,加强中俄能源合作对中国扩展欧亚能源合作空间、提升自身在世界能源体系中的话语权具有重要现实意义。
From the point of view of the production, security and financial structure of the world energy system, structural power in Russia has obvious imbalances. Despite its importance in production systems and pipeline politics, Russia has always been the price taker in the world energy markets and the rule recipient in the “oil-dollar” system. Market and geopolitical shocks such as the United States, the “shale gas revolution” and the “Ukrainian crisis” have further weakened the structural power of Russia, a traditional oil and gas exporter. Taking into consideration the current Russia’s strategic shift towards the energy market in Asia and the strategic links between the Silk Road Economic Belt and the Eurasian Economic Union, it is also necessary to strengthen Sino-Russian energy cooperation to expand China’s space for energy cooperation in Europe and Asia and to enhance its right of voice in the world energy system Important practical significance.
