令行禁止,有令必行,有禁则止。这是古往今来治国治军的最基本的法则,亦应是当今治党和提高领导干部素质必需遵循的法则。这里把“令行禁止”同“三讲”联系起来,是因为改革深入到现在,各种新问题和新矛盾越来越多,且错综复杂,倘若我们领导干部不加强学习,就分不清是非,理不清头绪,就不可能抓住事物的本质,遵循规律办事,这是其一;其二,随着利益格局的调整和兴替,打乱了人们旧的心理定势和传统的思维
