疑难信访问题是信访工作的难点和重点,也是对各级党委政府及信访部门群众工作水平和社会治理能力的考验。解决疑难信访问题,维护社会稳定,需要不断创新理念思路和方法手段,既要坚持党委政府的统一领导,更要创新群众工作方法,调动社会积极因素,发挥社会协同的作用。近年来,我省各级各部门深入贯彻落实中央信访制度改革的决策部署和省委省政府的具体工作要求,对创新社会力量参与方式,促进疑难信访问题解决做了一些有益的探索和实践。 The difficult questioning and petitioning issue is the difficulty and emphasis of the letter and visit work as well as the test of the working level and ability of social governance of party committees and governments at all levels and letters and visits departments. To solve the problem of ill-faith letters and visits and to maintain social stability, we need to continuously innovate our ideas and methods. We must uphold the unified leadership of the party committees and governments, innovate the working methods of the masses, mobilize the positive factors in society and give play to the role of social coordination. In recent years, the departments at all levels in our province have thoroughly implemented the policy-making and deployment of the reform of the Central Complaint Reporting System and the specific work requirements of the Provincial Party Committee and Provincial Government, and have done some beneficial explorations and practices on how to innovate social forces and how to promote the resolution of difficult letters and visits.
