我国“西煤东运”的运输格局长期存在。经济发展对煤炭运输需求不断增长,而现有煤炭运输通道基本上处于饱和状态,必须新建铁路运输线路或者对现有线路进行运能升级。我们认为4亿吨并不是大秦线的运能极限,大秦线运量完全有可能再攀高峰。
