Since Xin’an site was discovered, the department of cultural relics successively conducted several surveys and trial excavations and identified it as the site of Fengzhou in the Duck’s House in Xining, Bohai. Due to the lack of formal archaeological excavations and the limited materials available, the academic community’s understanding of the site of Xin’an has long stuck to the simple conclusion of the trial and no new breakthroughs can be made. In 2009, Jilin Provincial Institute of Cultural Relics and Archeology once again excavated the Xin’an site. This work aims at obtaining more detailed information through extensive archaeological excavations and confirming the nature of the site of Xin’an with more evidence. Judging from the excavations, it is very difficult to determine the site of Xin’an as the site of Fengzhou in the Bohai Duck’s Xijiao Culture Church, which is likely to be just a water level traffic station not far from the state capital.
