刘德洪,交通部海事局原副局长。自1998年以来,他作为全国政协委员,连续8次参与“两会”。风风雨雨八载辛劳,刘德洪在“两会”提交提案30余件,提案内容涉及航运经济、航海文化、航道建设、水域防污染等领域,其中还不乏“提前预售火车票”之类心系民生、为民请命的义举。若干年来,德高望重的他在“两会”中提出的众多提案、建议案,均得到了相应的处理和回复,其中不仅有已被写入历史的“航海日”,而且有已被落实的“油污损害赔偿机制”和“建立国家抗击重大灾害和事故的应急计划的提案”等重要议题。如今,又逢“两会”召开,回首“刘德洪海事提案”中的点点滴滴,我们仍然能感受到他心系海洋的赤子情怀。
