经济转型期的中国，发展是首要目标，而建立和维护良好的市场秩序则是其根本保障。本文是“中国经济体制转轨期间市场秩序法制化、规范化问题研究”课题总报告① 的第四部分。该报告前三个部分主要研究了市场秩序的基本理论、中国现实市场运行秩序的现状和我国市场秩序不完善的成因等问题。该报告的研究结论是：在发展中规范、在规范中发展是转型时期市场秩序建设的基本思路。本文作为总报告的对策研究部分，主要从加强法制、重塑市场主体、明确界定产权、坚持市场运行原则、健全市场监管法规、设计市场交易规则和竞争规则、发挥政府对市场的调节管理职能，以及确立和完善符合市场经济要求的非正式规则等主要方面探讨了市场秩序的建立和完善问题。
