西部大开发,人才是关键。培养人才,留住人才、引进人才是一个系统工程。本文分析了西部在人才资源开发和利用上存在的问题,认为要构筑合理的人才资源框架,首先要夯实基础。优先发展教育,提高劳动者素质。其中要大力发展农村教育;大力扶植少数民族教育事业;大力发展西部的高等教育事业。同时必须立足当前,充分发挥现有人才的作用。对于西部奇缺的高层次人才和急需的实用型人才积极拓展引进渠道。
