从学科、标准、信息通信系统、资产寿命、智能家居、电力用户、应急防灾减灾和未来10年电力技术创新等角度探讨了智能电网。提出了中国智能电网的框架,以信息通信系统为支撑平台,以监测系统、控制系统和管理系统为3个保障平台,使发电系统、输电系统、配电系统和用电系统等4个物理实体平台实现数字化、信息化、自动化和互动化,通过实现电力流、信息流、业务流的有机融合来搭建服务平台,为工业、商业和居民等3类用电目标客户提供满意的个性化服务。在坚强智能、安全可靠、清洁高效、自愈可调的基础上,做到保护环境,对自然资源和谐友好,实现客户至上的目标,充分满足用户对电力的需求。从博弈关系、资产寿命分期划代、驱动因素、发展策略、“节约每一度电”的思考、注意避免的倾向等方面,给出了关于中国智能电网的思考与建议。
