關於我省各地調用民兵守護國家糧倉問題,前省人民政府与湖南軍區会先後以(53)府軍粮字第二六五七/八○、三○二七/八四、三五二六/九四八等三號聯合通知佈置執行在案。惟各地在執行中尚存在某些問題,為貫徹前項通知精神,根據我省目前社会治安情况和群众基礎,特作如下决定: (一) 一般地區,無論白天、黑夜,已不需專用民兵護倉者,自本年十月份起,一律取消專用民兵護倉,並同時組織以民兵為骨幹的群众性義務護倉小組(無論民兵或群众,均不開支夜餐費),在各級保護糧食倉庫委員會統一領導和統一指揮下,責成各級糧食部門主動與當地有關公安、兵役(武裝)等部門密切聯系,建立嚴格的護倉制度,採取非站崗形式進行護倉。因此,在已經建立了群众義務護倉小組的倉庫,應即加强、鞏固,經常督促检查;尚未建立的倉庫,必須從速建立起來。 As for the issue of calling on the militia to guard the country’s granary throughout the province, the people’s government of the former province and the Hunan Military Region Committee successively held the ceremonies of the capital of the army (53) at 2657/80, 3027/84, 3526, Nine four eight and other No. 3 joint circular arrangement execution.
