自上世纪50年代中期以来,小学生过重课业负担就始终是一个“不禁不行却禁而不止”“不铲不行又铲不除根”的社会性问题。为应对这一问题,教育管理部门在学校教育领域不断出台各种减负规定。以往,相关文件的核心减负措施都围绕着作业、考试(评价)、教辅书和补课这四项标志性问题展开,而教育部日前发布的《小学生减负十条规定》(征求意见稿)将四个针对“显标”的核心措施扩展到了入学、编班、教学起点等“本”的方面,可谓几十年来减负
