云南的高等教育,从有书院算起,不过四百来年。云南建书院,始于明朝嘉靖年间,为巡抚王启文创设,院址在五华山之北,故名“五华书院”。延绵三百余年,几经重建,至清末已近荒废。同治二年(一八六三年)焚毁于兵祸战事,山长黄矩卿殉难,藏书楼及其万余卷藏书付之一炬,从此一蹶不振。一九○二年,朝廷管学大臣张百熙受命拟成《钦定学堂章程》,后由张之洞、张百熙、荣庆改定为《奏定学堂章程》,经皇帝批准公布天下,云南亦即“遵上谕改书院为学校”,将原属府治的五华书院改办为高等
