面对资源与环境的双重约束,不断提高的环境规制强度已对区域产业发展产生重要影响。京津冀地区污染密集型产业总量得到有效控制,但产业内部结构和空间分布的集中程度各地差异显著。回归分析结果表明,污染密集型产业的空间分布受当地污染物排放控制标准、地区出口贸易额、在岗职工平均工资及产业分布滞后一期的影响显著,政府科技支出增加有利于该类产业的转型升级,而外商投资并未在京津冀地区呈现明显的国际“污染避难所”效应。
Faced with the dual constraints of resources and environment, the ever-increasing intensity of environmental regulation has had a significant impact on the development of regional industries. The total amount of pollution-intensive industries in Beijing, Tianjin and Hebei was effectively controlled, but the concentration of the internal structure and spatial distribution of the industry varied significantly from place to place. Regression analysis shows that the spatial distribution of pollution-intensive industries is significantly affected by local pollutant emission control standards, regional export trade volume, the average wage of on-job workers and the lag of industrial distribution. The increase of government spending on science and technology is conducive to the transformation of such industries However, foreign investment did not show obvious international “pollution shelter ” effect in the Beijing-Tianjin-Hebei region.
