结合目前对阶梯电价和通信行业套餐资费的研究方法,提出在传统阶梯电价的基础上施行套餐机制的思想。考虑电力行业与通信行业的具体区别,在制定阶梯电价的套餐机制时要充分体现两者的不同,从而制定出符合电力行业特点的套餐机制,建立合适的数学模型。首先,对现行阶梯电价进行介绍,其次综合电力行业和通信行业的特点,提出适用于电力行业的阶梯电价套餐模型,最后,用实例进行剖析,验证了模型的有效性,其研究结果表明所提出的基于套餐机制的阶梯电价模型,不但可以通过价格杠杆达到指引用户合理用电,激励节能减排的目的,而且还能够方便电力公司提前对自己的工作做好充分准备的作用。
Combined with the current research methods of price ladder and package tariff in the telecommunications industry, this paper puts forward the idea of implementing the package mechanism based on the traditional ladder pricing. Considering the specific differences between the power industry and the communications industry, we should make full use of the differences between the two when formulating the mechanism of the tariff of the electricity price ladder so as to formulate a package mechanism that meets the characteristics of the power industry and establish a suitable mathematical model. First of all, the current price of ladder is introduced. Secondly, based on the characteristics of power industry and communication industry, a model of price ladder for power industry is put forward. Finally, an example is used to verify the effectiveness of the model. The results show that the proposed price- The price-based ladder pricing model based on the package mechanism not only can guide the users to use electricity reasonably, but also motivates the goal of energy-saving and emission-reduction. Moreover, it can also facilitate the power companies to fully prepare their work in advance.
