改革伊始,陈云和中共其他主要领导人从党和国家的最高利益和长远利益出发,高屋建瓴地提出了党的领导干部的交接班问题,并通过制度设计和身体力行来加以推动。通过大家的共同努力,中共逐渐走出一条有中国特色的领导干部代际交替道路,形成以老干部离退休制度和后备干部选拔培养制度为核心的领导干部交接班制度。可以说,陈云和中共其他主要领导人所探索和建立的领导干部交接班制度,是中国特色社会主义蓬勃发展的一个重要的制度基础。
