9.附件。附件是针对主件而言,附属在主件之后的文字或图表等材料。附件不是每个公文都有,它是根据公文表达的需要作为主件的补充、说明或参考等附加在正文后边的。有些文字、图表不便于在正文中表现,往往要形成附件。凡带有附件的公文,均应在正文之后、成文时间之前注明附件的顺序和名称,而且在附件的首页左上角相应注明“附件”的字样,以便让人辨认。如果有两个以上附件,应分别在附件上注明“附件一”、“附件二”等。如果附件较厚,或已自成体系,不便与主件装订在一起,那么就应在附件的首页左上角注明该文的发文字号和附件的顺序号,例如“吉政文[1997]5号附件”、“吉政文[1997]70号附件一”。可以明确,附件的确定要在公文写作时完成,所以有些材料是否成为附件应取决于行文的需要,取决于公文写作者对行文意图的
