1979年的第二次石油危机期间,不少西方人为第二天醒来是否能够有油发动汽车而失眠。“请允许我发动我的汽车”,竟成为当时美国报纸的一个头条标题。伴随我国油价年内的三次涨价,城市居民的生产生活也受到不同程度的影响。石油,是现代社会生存的血液。伴随中国经济持续增长,中国对石油及其他资源的需求也迅速增长。从1997年开始,中国从石油输出国变成了进口国。据估计,今年中国的石油需求在2.7 亿吨上下,但产能只有1.7亿吨。到2005年,中国石油需求量将达到2.9亿吨左右,有可能超过日本而成为仅次于美国的世界第二大石油消费国,但中国石油产量将不会有大幅度提高。奇高的油价,不仅对中国经济发展带来了严峻挑战,对人民生活也造成了深远的影响。

As China’s economy continues to grow, China’s demand for oil and other resources also grows rapidly. Since 1997, China has changed from an oil exporter to an importer. It is estimated that China’s oil demand will be 270 million tons this year, but with a capacity of only 170 million tons. By 2005, the demand of China’s oil will reach 290 million tons, possibly surpassing Japan and becoming the world’s second largest oil consumer after the United States, but China’s oil output will not increase substantially. Exorbitant oil prices have not only posed a severe challenge to China’s economic development, but also have had a profound impact on people’s lives.
