本文利用2001-2010年的省级面板数据,采用随机效应模型,从供给和需求的角度出发,对影响各省的民办高职院校数占高职院校总数的比值的影响因素进行回归分析。实证结果发现,人均财政预算内收入与一省的民办高职的比重负相关;一省的私营企业数量对民办高职的比重均有显著的正向影响;在省内财政分权程度较高、“财力下沉”的地区,地级市政府有激励举办高职学校,对民办高职存在“挤出”效应,民办高职比重较低;在财政分权程度较低、“财力中凹”的地区,民办高职发挥了补充公办资源有限的作用,所占比重较高。
Based on the provincial panel data from 2001 to 2010, using random effects model, this paper regresses the influencing factors of the ratio of private higher vocational colleges to the total number of higher vocational colleges in each province from the perspectives of supply and demand. The empirical results show that the per capita fiscal revenue is negatively correlated with the proportion of private higher vocational education in one province. The number of private enterprises in one province has a significant positive impact on the proportion of private higher vocational education. In the province, the degree of fiscal decentralization is relatively high In the regions where financial resources are sinking, prefecture-level municipalities have the incentive to organize higher vocational schools, which have the effect of “squeeze out” on private higher vocational schools and have a low proportion of private higher vocational schools. In regions with a relatively low level of fiscal decentralization, In the area where the financial resources are concave, private higher vocational schools play a limited role in supplementing public resources, with a higher proportion.
