作为高速铁路网重要组成部分的高铁客站,历经近七年的发展,突破了关键技术瓶颈、管理基础薄弱和核心资源紧缺等一系列难题,打造了北京南站、上海虹桥站等一批功能完善、设施先进、换乘便捷的现代化综合交通枢纽,为“十二五”高铁客站的建设奠定了坚实的基础。这一系列成果的取得,得益于高铁客站建设管理体系的探索、构建与实践。从高铁客站项目建设管理体系构建的基础和意义出发,对高铁客站项目建设管理体系的概念、框架、内涵以及发展成效进行了系统分析,介绍了高铁客站项目建设管理体系化的发展历程和取得的成效,对于我国当今政府投资管理能力的提升以及工程管理和项目管理理论的拓展,具有重要的参考价值。
As an important part of the high-speed railway network, the high-speed railway passenger station has undergone a series of problems such as key technical bottlenecks, weak management foundation and shortage of core resources after nearly seven years of development. A series of functions such as Beijing South Railway Station and Shanghai Hongqiao Station have been completed , Advanced facilities and convenient and modern transportation hub, laying a solid foundation for the construction of the “Twelfth Five-year” high-speed railway passenger station. The success of this series of achievements has benefited from the exploration, construction and practice of the management system for the construction of high-speed railway stations. Based on the foundation and meaning of constructing high-speed railway station project construction management system, this paper systematically analyzes the concept, framework, connotation and development effectiveness of high-speed railway station project management system and introduces the development history of high-speed railway station project management system. Effectiveness for our country today’s government investment management ability to enhance and project management and project management theory to expand, has important reference value.
