煤炭行业经历了行业低谷,2003年开始逐步抬头,整体形势开始好转,勘察设计业务逐渐增多,根据国家文件要求,从事勘察设计咨询单位,可以从事工程总承包业务,煤炭工程总承包也应运而生,许多企业纷纷开始了总承包业务。2004年至2013年近十年时间,工程总承包在煤炭行业经历了由起步、发展、成熟三个发展阶段,2014年行业开始下滑,项目减少,企业间相互竞争压价,工程盈利能力越来越低,为了使企业取得有限的项目实现盈利,企业应及时编制切实可行的施工组织设计及方案,同时编制出符合实际情况的内部预算,以满足工程项目施工的需要,本文以选煤厂为例简要提出了项目内部预算管理的编制方法,希望对工程总承包的项目管理具有指导意义。

Briefly put forward the compilation method of project internal budget management, hoping to guide project general project contracting.
