近年来,东营市河口区编办把机构编制实名制管理工作摆在重要位置,通过健全管理制度,创新管理手段,加强部门合作,有力地推进机构编制实名制管理工作。一、坚持强化认识,健全机构编制实名制管理制度一是以建立台账管理制度为切入点,强化动态型管理。河口区编办一直以“机构编制管理证—编制卡—人员及机构编制数据库”三项联动的方式管理人员数据,确保及时进行编制调整,实现编制动态管理;二是以严格执行编制使用申请制度为突破点,实施刚性化管理。全区机关事业单位如有申请编制的计划,需先先向编办递交请示,编办根据申请编制数召开编制委员会讨论,做出决定,坚决杜绝超编进人和空岗现象的发生,实现机构
