  Cole fl owers blossom in Hanzhong, northwest China’s Shaanxi Province. Hanzhong holds a cole fl ower festival in March every year to showcase the charm of the city.
   Training Program
  A one-year program to train offi cials from ethnic minority groups and underdeveloped western regions began on March 22.
  The program for 237 offi cials included a three-day training course on the essence of the Sixth Plenary Session of the 18th Communist Party of China (CPC) Central Committee, supply-side structural reform, the Belt and Road Initiative, and ethnic regions’ economic and social development.
  After the course, the offi cials will be placed across 87 central Party and government departments and major state-owned enterprises.
  Run by the Organization Department and United Front Work Department of the CPC Central Committee and the State Ethnic Affairs Commission, the program began in 1990. It has seen more than 9,000 ethnic minority and western region offi cials assume temporary posts in central departments.
   IPR Cases
  A total of 87,000 cases related to infringement of intellectual property rights (IPR) were disposed of during the 12th Five-Year Plan(2011-15) period, according to the State Intellectual Property Offi ce.
  The offi ce also announced that 322,000 cases related to other business infringements, including confi dentiality, counterfeiting and trademark rights, were also dealt with.
  Shen Changyu, head of the offi ce, said the establishment of IPR protection centers will be accelerated this year.
   Fund for Poor
  The National Development and Reform Commission (NDRC), China’s top economic planner, announced on March 16 that it had allocated 18.9 billion yuan ($2.74 billion) in relocation funds as part of its poverty reduction drive this year.
  It is the fi rst batch of such funds to be earmarked by the Central Government this year. The money will go toward accommodation projects for 2.43 million people who will be relocated from underdeveloped regions to more developed areas, the NDRC said.
  China has vowed to lift all of its poor out of poverty by 2020, and alleviating poverty through relocation is one part of the strategy.
  Last year, 2.49 million people living in poverty were relocated, meeting the target for the year.
  According to the Government Work Report delivered at the annual Two Sessions earlier this month, China aims to reduce the number of rural residents living in poverty by more than 10 million in 2017, including 3.4 million to be relocated from inhospitable areas.    University Ranking
  The Chinese mainland is home to two of the top three universities in Asia, according to a report published on March 16 by Londonbased Times Higher Education(THE) magazine.
  THE Asia University Rankings for 2017 rated Peking University and Tsinghua University, both in Beijing, as the second and third best universities in the continent. National University of Singapore is ranked the best.
  In total, the Chinese mainland has 54 institutions in the listing of the top 300 universities in Asia.
  It has the largest representation in the top 20 universities, with six institutions, followed by Hong Kong and South Korea with fi ve institutions each.
  This is the second year running that Peking University has been ranked in second place.
  “This ranking of Asia’s best 300 universities proves what a dynamic, diverse and competitive higher education region the continent is becoming—and China is a key part of that development,” Phil Baty, Editor of THE rankings, said.
   Olympic Recruitment
  The organizing committee for the Beijing 2022 Olympic and Paralympic Winter Games opened its fi rst worldwide staff recruitment here on March 20.
  A total of 22 staff members will be recruited for 21 positions,including 11 staff members to be recruited worldwide for 10 positions. The positions involve majors in planning and construction, venue management, marketing, media, fi nance, law and foreign languages.
  The Beijing organizing committee is responsible for organizing and coordinating the preparations and staging of the Beijing Winter Olympics 2022. Currently, the committee has nine internal departments, two operational centers and some 170 staff members.
  A talent pool will also be established. Those who wish to participate in the work but do not have the qualifi cations for the positions this time may log onto the recruitment page to apply for inclusion in the talent pool.
   Product Inspection
  The Standing Committee of the National People’s Congress (NPC), China’s national legislature, is to inspect product quality in large parts of the country.
  According to a document issued after a meeting on March 20, the inspection will focus on compliance with the Product Quality Law and will continue till the end of April.
  Four inspection teams will be sent to eight provincial-level regions including Tianjin, Shanghai and Guangdong. Provincial-level legislatures in another eight regions will be entrusted by the NPC Standing Committee to conduct the inspection.   The inspection will cover product quality testing services and the building of quality standards, seeking out problems that require changes to the law. Inspectors will check the work of the State Council and judicial agencies.
   Art Reform Plan
  A reform plan released on March 20 has called on the China Federation of Literary and Art Circles to update its literary and art exchange mechanism.
  The federation should carry out exchanges with international infl uence and promote more literary and art works overseas, according to a document released by the General Offi ce of the CPC Central Committee.
  The plan, outlining more than 40 measures, calls for building online promotional platforms, boosting Internet literature and art, and promoting the integrated development of conventional and online works.
  The federation has been urged to establish a new pattern in literary and art exchange with the Hong Kong and Macao special administrative regions (SARs) and Taiwan.
   Coming Out of Their Shell

   Disease Detection
  A system that can detect 300 known communicable disease pathogens within 72 hours has been created, the Ministry of Science and Technology said on March 21.
  This suggests that the gap between China’s ability to detect communicable diseases and diagnostic reagents and the international level has narrowed signifi cantly, Xu Jianguo, an academician with the China Academy of Engineering, told a press conference.
  In 2008, the ministry launched a project on communicable disease prevention and treatment. The primary goal was to establish a system for prevention and treatment of major communicable diseases such as AIDS and hepatitis, Chen Chuanhong, an offi cial with the ministry, said.
  Over the years, China has developed an inter-agency and inter-regional network for detecting communicable diseases, which has supported efforts to address major epidemics such as HIN1 fl u and Zika fever.    Housing Market Tightened
  Beijing and three other major cities launched housing curbs on March 17 as part of the larger effort to rein in China’s real estate industry where home prices have skyrocketed, threatening to create a property bubble.
  On March 17, Beijing raised the down payment requirements for second-home buyers from 50 percent to 60 percent of the full price.
  Now, those who buy a second home are defi ned as those who have either residential property ownership or a mortgage record. In the past, if buyers whose mortgage had been paid off had applied for a new mortgage for a second home, they were regarded as fi rst-time buyers.
  Like the Beijing municipality, Guangzhou, capital of south China’s Guangdong Province, Shijiazhuang, capital of north China’s Hebei Province, and Zhengzhou, capital of central China’s Henan Province, announced similar measures to rein in speculative buying in the residential segment of the property industry, thereby ensuring that housing remains a necessity for one’s own use, rather than a form of investment.
  China’s property market in major cities continued to stabilize after the authorities took a string of measures to curb price spikes, according to an offi cial survey released on March 18.
  Of the 70 large- and mediumsized cities surveyed, more than half of them in February witnessed a month-on-month price decline or a mild price uptick of less than 0.5 percent for new residential housing, according to data from the National Bureau of Statistics (NBS).
  Among those cities, 12 of them saw a month-on-month price drop, with new residential housing prices in two cities remaining fl at in February, said NBS senior statistician Liu Jianwei.
  Another 37 cities witnessed month-on-month price increases of less than 0.5 percent for newly-built homes in February, while 19 cities saw home price gains higher than 0.5 percent last month.
   Dizzying Auto World

   FDI and ODI
  Foreign direct investment (FDI) into the Chinese mainland grew 9.2 percent year on year to 58.6 billion yuan ($8.51 billion) in February 2017, offi cial data showed on March 16.
  Total FDI in the fi rst two months stood at 139 billion yuan ($20.2 billion), down 2.3 percent from the previous year, the Ministry of Commerce (MOFCOM) said in an online statement.   Investment from European Union countries grew 13.8 percent in the fi rst two months year on year, said the MOFCOM.
  Most investment went to the service and manufacturing sectors, with investment in utility services rising 184 percent year on year.
  Meanwhile, 1,850 new foreignfunded enterprises were established on the Chinese mainland in February, up 33.3 percent compared with the same period last year.
  On the other side of the equation, China’s overall non-fi nancial outbound direct investment (ODI) slumped by 52.8 percent year on year to $13.4 billion during the fi rst two months of 2017, mainly dragged down by a plunge in sectors such as the offshore property market, culture, sports and entertainment.
  Analysts said the drop is temporary and that the nation’s “going global” strategy has not changed.
  “The slide in ODI is temporary, given easing pressure on China’s capital outfl ow and a long-held goal of internationalizing the renminbi,”said Morgan Stanley economist Zhang Jun.
  “The government remains fi rm in encouraging Chinese companies to go overseas and promote the renminbi as an international currency. So we are not going to see a downward trend in ODI,” he said.
  Economies along the Silk Road Economic Belt and 21st-Century Maritime Silk Road Initiative (Belt and Road Initiative) and emerging industries have become the hot draws for China’s ODI in the fi rst two months, as Beijing steers toward a healthier and more rational ODI portfolio.
  Chinese investments in regions along the Belt and Road routes grew by 5.8 percent year on year to $1.79 billion in the f rist two months of the year, claiming 13.3 percent of the total ODI, said the MOFCOM.
  In addition, a sharpened investment focus on the real economy and emerging industries is resulting in high ODI fi gures in manufacturing and information technology. Investment in the two sectors took up a combined 42.3 percent of the total investment in February, compared with just 17.1 percent a year ago, said the MOFCOM.
   Private Investment Spurred
  China has announced guidelines to encourage private investment in a wide range of sectors including elderly care, education, culture and sports, in a document released by the State Council on March 16.
  Private capital in these areas plays a stabilizing role, brings new momentum to economic development, promotes economic upgrades and helps coordinate economic and social development, the guidelines said.   Restrictions on private investment will be eased and procedures for private businesses will be streamlined, it stressed.
  Financing channels for public service projects should be broadened to include the bond market, collateral fi nancing and industrial investment funds that operate under market mechanisms.
  Private investors will fi nd favorable policies in land use and taxation and market supervision improved, according to the latest document.
   Debugging Underway
  An inspection train for high-speed railways stops at the Tianshui South Railway Station in Tianshui, Gansu Province, on March 21. Inspection of the Gansu Section of the Baoji-Lanzhou passenger railway line started that day and is expected to last for more than three months.
   AIIB Favoring Globalization
  The head of the Asian Infrastructure Investment Bank (AIIB) voiced support on March 20 for globalization, saying that countries can benefi t from the process with effective domestic reforms and correct policy choices.
  AIIB President Jin Liqun warned that globalization has suffered a setback because of the lack of shared benefi ts and the polarization of the world’s haves and have-nots.
  “There is an urgent need to improve global economic governance. This is going to bring about shared benefi ts and ensure that no country is left behind,” Jin said in a speech at the China Development Forum held from March 18 to 20 in Beijing.
  The AIIB chief said that globalization has enabled many countries to adopt “pro-market measures” and achieve “huge gains” in economic effi ciency and prosperity.
  “I think we are all winners [when it comes to] globalization. I absolutely deny that there are losers,” he said, adding that countries that are not doing well in the process need to “fi x” their policies to benefi t from globalization.
   Nuclear Giants Teaming Up
  China moved one step closer to merging two of its nuclear power developers, as the country drives through consolidation in many of its state-owned enterprises (SOEs), including the railway, shipping, nonferrous metals, construction materials and steel sectors.
  The Shanghai-listed units of China National Nuclear Corp., a holding company for reactor design and technology, and the China Nuclear Engineering Corp. Group, a company that focuses on the construction of nuclear power projects, said in regulatory fi lings on March 20 that a strategic reorganization of the two nuclear giants is underway.   Joseph Jacobelli, a senior analyst of Asian utilities and infrastructure at Bloomberg Intelligence, said the nuclear sector plays a signifi cant role in the country’s advanced manufacturing exports, and the merger means not only streamlining the SOEs, but also helping China’s nuclear companies better export their technologies to the global market.
  He said the combination would be a joint force with a better share of the international market, adding that the plan is to boost internal effi ciencies in the country’s nuclear sector and external competitiveness.
  China suspended approving new nuclear power plants after Japan’s Fukushima nuclear disaster in 2011. However, nuclear power generation in recent years, especially in the fi rst two months of the year, continued to see sharp growth.
