煤矿机械企业在国家对煤炭工业部实行总承包和材料高价进、产品不能高价出的情况下,从1983年实行效益工资以来,取得了明显的经济效益,现概述如下。一、实行以产值为主的效益工资的基本情况从1983年起,中国煤矿机械制造公司(以下简称公司)首先在北京煤机厂试行了效益工资。具体内容是:四包(品种、产量、产值、利润),四保(质量、成本、资金、技术服务)、联产联利经营承包责任制,以产定资,增产增资,以利定奖,超利加奖,上下浮动。同时,企业内部也推行了多种形式的经济责任制。实行的头一年,就取得了明显的经济效益。1983年产值、产量、利润分别比1982年增长41.85%、35.97%和304.14%。在总结该厂经验的基础上,从1984年起,在先上收的11个煤机厂中进行了推广,都取得了较好的经济效果,产值、利润、劳动生产率的增长幅度都比后上收而未实行效益工资的10个厂高1~3倍,百元产值工资
