近年来,气候灾害对全球范围内的城市造成严重的冲击,城市雨洪问题单在2011年就造成4000亿损失。城市内发生内涝灾害一方面是由于城市地下排水系统落后于城市发展速度,另一方面是由于城市建设改变了地表径流,进而增加了原有地下排水网线的负担。为了探索出理想的城市发展新模式,我国政府相继提出园林城市、生态城市、低碳城市等城市发展新概念,在这其中海绵城市以其与雨洪治理息息相关而得到广泛关注,海绵城市概念具有先进性、持续性和有效性,有利于保障城市雨洪治理,同时又有利于推进我国城市建设观念的转变,为城市群现代化的建设与发展提供新思路。
In recent years, climate disasters have had a serious impact on cities in the world. In the meantime, urban stormwater bill alone caused 400 billion yuan loss in 2011. Waterlogging disaster in the city is partly due to the urban underground drainage system lagging behind the pace of urban development, on the other hand, the urban construction has changed the surface runoff, thus increasing the burden on the original underground drainage network. In order to explore a new model of ideal urban development, our government has successively proposed new concepts of urban development such as garden city, eco-city and low-carbon city, among which sponge city has drawn much attention due to its close relationship with rain-flood control. The sponge city concept has The advanced nature, continuity and effectiveness are conducive to the protection of urban stormwater management, and at the same time help to promote the transformation of the concept of urban construction in our country and provide new ideas for the construction and development of urban agglomeration modernization.
