1991年10月28日,14个国家和地区的档案保护技术专家和代表聚于上海,举行了东亚、东南亚地区“防止档案遭受环境污染及灾害事故”研讨会,(见封二照片)对世界环境污染日益严重和灾害事故不断发生的情况下,档案部门应该采取的对策问题进行了广泛的探讨。这次会议是在联合国教科文组织和国际档案理事会的资助下。由我国主办的国际会议。会议开幕时,国家档案局局长冯子直致了开幕词。上海市副市长赵启正,上海市档案局局长许有方,国际档案理事会代表、联邦德国档案馆保管部主任沃尔夫·布克曼讲了话。冯子直局长在开幕词中介绍了我国档案部门为防止环境污染和灾害事故所采取的措施和取得的成果。朝鲜、印尼、马来西亚、澳门,缅甸、南朝鲜、新加坡、菲律宾和越南等国家和地区介绍了本地环境污染和灾害事故对档案造成损害的情况及采取的措施
