定制公交服务作为一种新型公共交通运输方式,已经在国内众多大型城市运行。作为市场主导下的运营方式,其面对的问题是能否可持续性发展。为此,从责任理论出发识别多主体合作的责任关系链条,强调地方政府的责任不能缺失。在此基础上采用多案例比较研究方法,针对大连市公交集团下属的定制公交与大连软件园的定制公交的运行现状和存在的问题,研究政府干预市场的现状、原因和如何干预的问题,得出政府可以从定义服务属性、授权、提供资源、发起协商和谈判、管理风险五个层面进行介入,从而体现政府的责任性。该项结论可为我国当前政府购买提供相关政策借鉴。
As a new type of public transportation, customized bus service has been operated in many large cities in China. As a market-oriented mode of operation, the problem it faces is whether it can sustain its development. To this end, starting from the theory of responsibility to identify the chain of responsibility of multi-agent cooperation, emphasizing the responsibility of local governments can not be missing. On the basis of this, a multi-case comparative research method is used to study the status quo and existing problems of custom bus running under Dalian Bus Group and Dalian Software Park, and to study the status quo and reasons of government intervention in the market and how to intervene. Out of the government from the definition of service attributes, authorization, provision of resources, initiation of negotiations and negotiations, risk management involved in five levels, so as to reflect the government’s responsibility. This conclusion can provide relevant policies for the current government purchase in our country.
