我国公安机关治安管理工作的业务范围到目前为止,在治安理论界还没有一个统一的结论,究其原因,是没有一个科学界定其范围的理论依据。根据管理扣专业的要素:以特定专业为管理范畴;以法律法规为管理依据、以有机的组织体系为管理机制应是构成我国公安机关治安管理业务的三要件。以此推论,才能对我国公安机关治安管理的业务范围做出科学的界定。 So far, there is not a single conclusion in the public security theory circles. The reason is that there is no theoretical basis for scientifically defining its scope. According to the key elements of management deduction: to a specific professional management; to laws and regulations as the basis for the management of the organic organizational system for the management mechanism should constitute the public security organs of public security management business of the three elements. With this inference, we can make a scientific definition of the scope of business of public security organs in our country.
