近年来,地方政府为了便于融资、保障基础项目资金供给,各地都建立了政府融资平台,由该平台作为承贷主体统一向银行贷款,然后再将贷款转贷给企业或项目。2009年,我国刺激内需、增加基础设施投资的宏观调控措施出台后,各地政府新建项目和融资规模大幅增加,大量银行贷款通过政府融资平台流入基础建设项目。这种融资方式在降低银行贷款风险和成本、便利企业运作的同时也蕴涵着一定风险和潜在问题。
In recent years, in order to facilitate financing and guarantee the supply of capital for basic projects, local governments have set up government financing platforms all over the country. The platform serves as a unified loan-to-bank loan to the banks and then lends the loans to enterprises or projects. In 2009, following the introduction of China’s macro-control measures to stimulate domestic demand and increase infrastructure investment, the scale of newly-built projects and financing by local governments increased substantially. A large number of bank loans flowed into infrastructure projects through government financing platforms. This kind of financing method has certain risks and potential problems while reducing the risk and cost of bank loans and facilitating the operation of enterprises.
