为了加强流域水资源保护工作,水利部水资源司于1988年9月11～16日在昆明召开“流域水资源保护工作”座谈会,这是我部组建后召开的第一次流域水资源保护工作会议,各流域水资源保护局(办)的负责人参加了会议,长办季昌化副主任,海委董光鉴副主任也出席了会议,云南水利厅张森副厅长应邀出席会议并讲了话。会议由盖国英副司长主持,主要议题:
