工业是国民经济的重要产业,1998年工业创造的国内生产总值占42.1％,工业结构合理与否,直接关系到国民经济结构的合理性。而国有工业又是整个工业发展的主导力量,一是国有工业总产值占全部工业总产值的比重随着多种经济成分的发展,近年来虽呈下降态势,但仍维持在较高水平;二是国有工业为整个工业乃至国民经济发展提供能源、原材料、技术装备等基础性物质条件。因此,国有工业结构的调整力度直接决定着整个国民经济结构的调整成效。
