社区文化发展的现实性和服务型政府的前瞻性都要求政府重新审视社区文化发展中的公共行政,而新公共服务的理论为反思和探索社区文化发展中的公共行政提供了一个全新的视角。政府必须重新树立社区文化发展中公共行政的价值理念,即社区文化发展的民主化、人本化和社会化。变革公共行政的路径主要应围绕三个方面进行:多元文化主体及其合作与权力转移;公共文化设施的投入与整合;公共文化服务结果的评价。 The reality of community culture development and the forward-looking of service-oriented government all require the government to reexamine the public administration in community culture development. The theory of new public service provides a brand new perspective for the reflection and exploration of public administration in community culture development. The government must re-establish the value concept of public administration in the development of community culture, that is, the democratization, humanization and socialization of the development of community culture. The path of reforming public administration should mainly focus on three aspects: the multicultural subject and its cooperation and transfer of power; the input and integration of public cultural facilities; the evaluation of the results of public cultural services.
